Context of Hosea 10:1
Israel was like a healthy vine that had lots of grapes. But as the Israelites became more and more rich, they built more and more altars. As their land gave more crops, they made the pillars that they worshipped more beautiful. 2They do not truly trust God. They are guilty and they must receive their punishment. The Lord will break their altars. He will destroy their special pillars. 3Soon these people will say, ‘We did not respect the Lord's authority. Because of that we have no king. But even if we had a king now, he could not do anything to help us.’

- Adam Clarke Bible Commentary · v. 1Israel is an empty vine - Or, a vine that casteth its grapes. He bringeth forth fruit - Or, he laid up fruit for himself. He abused the blessings of God to the purposes of idolatry. He was prosperous; but his prosperity corrupted his heart. According to the multitude of his fruit - He became idolatrous in proportion to his prosperity; and in proportion to their wealth was the costliness of their images, and the expensiveness of their idol worship. - Barnes’ Notes on the Bible · v. 1Israel is an empty vine - Or, in the same sense, “a luxuriant vine;” literally, “one which poureth out,” poureth itself out into leaves, abundant in switches, (as most old versions explain it,) luxuriant in leaves, emptying itself in them, and empty of fruit; like the fig-tree, which our Lord cursed.
