Context of Genesis 49:15
13Zebulun will live by the shore of the sea. His town will be a safe place for ships to stay. His land will go as far as Sidon. 14Issachar is like a strong donkey that is lying down between two of its bags. He will see that he has a good place to live, with good land. Then he will agree to work hard. He will work like a slave for other people. 16Dan will be a ruler for his people. His descendants will be equal with the other tribes of Israel. 17He will be small and dangerous, like a snake that lies beside the road. He will be like a snake that bites the legs of horses so that the riders fall off.

- Adam Clarke Bible Commentary · v. 15He saw that rest - The inland portion that was assigned to him between the other tribes. He inclined his shoulder to the load; the Chaldee paraphrase gives this a widely different turn to that given it by most commentators: "He saw his portion that it was good, and the land that it was fruitful; and he shall subdue the provinces of the people, and drive out their inhabitants, and those who are left shall be his servants, and his tributaries."
