Context of Exodus 9:23
21But others did not believe the Lord's message. They left their servants and animals outside in the fields. 22Then the Lord said to Moses, ‘Lift up your hand towards the sky. Then hail will fall over all the country of Egypt. It will fall on people and on animals. It will fall on all the plants that grow in the fields of Egypt.’ When Moses lifted up his stick towards the sky, the Lord sent a great storm. He sent thunder, hail and lightning. 24The hail fell and there was lightning like fire. It was the worst storm anywhere in Egypt since Egypt had become a nation. 25Everywhere in Egypt, the hail knocked down everything that was in the fields. It knocked down both people and animals. It knocked down all the plants in the fields and it broke all the trees.

- Adam Clarke Bible Commentary · v. 23The Lord sent thunder - קלת koloth, voices; but loud, repeated peals of thunder are meant. And the fire ran along upon the ground - ארצה אש ותהלך vattihalac esh aretsah, and the fire walked upon the earth. It was not a sudden flash of lightning, but a devouring fire, walking through every part, destroying both animals and vegetables; and its progress was irresistible.Read the comment
- Barnes’ Notes on the Bible · v. 13-34Verses 13-34 With the plague of hail begins the last series of plagues, which differ from the former both in their severity and their effects. Each produced a temporary, but real, change in Pharaoh‘s feelings. Exodus 9:14 All my plagues - This applies to all the plagues which follow; the effect of each was foreseen and foretold. The words “at this time” point to a rapid and continuous succession of blows. The plagues which precede appear to have been…Read the comment
- Matthew Henry Concise Commentary · v. 22-35Verses 22-35 Woful havoc this hail made: it killed both men and cattle; the corn above ground was destroyed, and that only preserved which as yet was not come up. The land of Goshen was preserved. God causes rain or hail on one city and not on another, either in mercy or in judgment. Pharaoh humbled himself to Moses. No man could have spoken better: he owns himself wrong; he owns that the Lord is righteous; and God must be justified when he speaks, though…Read the comment

This may explain the increased theological reflection associated with it. The plague destroyed the flax and barley crops (9:31).Read the comment

I will cause it to rain a very grievous hail, &c.--The seventh plague which Pharaoh's hardened heart provoked was that of hail, a phenomenon which must have produced the greatest astonishment and consternation in Egypt as rain and hailstones, accompanied by thunder and lightning, were very rare occurrences. such as hath not been in Egypt--In the Delta, or lower Egypt, where the scene is laid, rain occasionally falls between January and March--hail is…Read the comment
