Context of Exodus 9:23
21but those who disregarded the word of the LORD left their servants and livestock in the field. 22Then the LORD said to Moses, “Stretch out your hand toward heaven, so that hail may fall on all the land of Egypt—on man and beast and every plant of the field throughout the land of Egypt.” So Moses stretched out his staff toward heaven, and the LORD sent thunder and hail, and lightning struck the earth. So the LORD rained down hail upon the land of Egypt. 24The hail fell and the lightning continued flashing through it. The hail was so severe that nothing like it had ever been seen in all the land of Egypt from the time it became a nation. 25Throughout the land of Egypt, the hail struck down everything in the field, both man and beast; it beat down every plant of the field and stripped every tree.

- Adam Clarke Bible Commentary · v. 23The Lord sent thunder - קלת koloth, voices; but loud, repeated peals of thunder are meant. And the fire ran along upon the ground - ארצה אש ותהלך vattihalac esh aretsah, and the fire walked upon the earth. It was not a sudden flash of lightning, but a devouring fire, walking through every part, destroying both animals and vegetables; and its progress was irresistible.Read the comment
- Barnes’ Notes on the Bible · v. 13-34Verses 13-34 With the plague of hail begins the last series of plagues, which differ from the former both in their severity and their effects. Each produced a temporary, but real, change in Pharaoh‘s feelings. Exodus 9:14 All my plagues - This applies to all the plagues which follow; the effect of each was foreseen and foretold. The land of Goshen was preserved. God causes rain or hail on one city and not on another, either in mercy or in judgment. Pharaoh humbled himself to Moses. This may explain the increased theological reflection associated with it. The plague destroyed the flax and barley crops (9:31).Read the comment
- Jamieson–Fausset–Brown Commentary · v. 18-3518. I will cause it to rain a very grievous hail, &c.--The seventh plague which Pharaoh's hardened heart provoked was that of hail, a phenomenon which must have produced the greatest astonishment and consternation in Egypt as rain and hailstones, accompanied by thunder and lightning, were very rare occurrences. such as hath not been in Egypt--In the Delta, or lower Egypt, where the scene is laid, rain occasionally falls between January and March--hail is…Read the comment
