Context of Exodus 16:14
12‘I have heard the bad things that the Israelites have said against me. Tell them this: “In the evening, you will eat meat. And in the morning you will eat all the bread that you want. Then you will know that I am the Lord your God.” ’ 13That evening, quails appeared. They covered all the ground round the tents. In the morning, there was dew on the ground round the tents. When the dew had gone, thin white pieces remained on the dry ground, there in the desert. It seemed like frost on the ground. 15When the Israelites saw these pieces, they said, ‘What is it?’ They did not understand what it was. But Moses said to them, ‘This is the bread that the Lord has given to you. It is for you to eat. 16This is what the Lord has commanded: “Each family must pick up as much as they need to eat. Pick up two litres for each person who lives in your tent.” ’

- Adam Clarke Bible Commentary · v. 14Behold, upon the face of the wilderness there lay a small round thing - It appears that this small round thing fell with the dew, or rather the dew fell first, and this substance fell on it. The dew might have been intended to cool the ground, that the manna on its fall might not be dissolved; for we find from Exodus 16:21, that the heat of the sun melted it. The ground therefore being sufficiently cooled by the dew, the manna lay unmelted long enough for…Read the comment
- Matthew Henry Concise Commentary · v. 13-21Verses 13-21 At evening the quails came up, and the people caught with ease as many as they needed. The manna came down in dew. They called it "Manna, Manhu," which means, "What is this?" "It is a portion; it is that which our God has allotted us, and we will take it, and be thankful." It was pleasant food; it was wholesome food. The manna was rained from heaven; it appeared, when the dew was gone, as a small round thing, as small as the hoar frost, like…Read the comment

They are found in certain seasons in the places through which the Israelites passed, being migratory birds, and they were probably brought to the camp by "a wind from the Lord" as on another occasion (Nu 11:31). and in…Read the comment
