Context of 1 Samuel 9:16
14Saul and his servant went up towards the town. When they arrived there, Samuel came towards them. He was going up to the altar on the hill. 15The day before Saul arrived, the Lord had already spoken to Samuel. He had said, ‘Tomorrow I will send a man to you who comes from the land of Benjamin. He will arrive at about this time of day. Anoint him to be the ruler over my people, Israel. He will save my people from the power of the Philistines. My people have called out to me for help. Now I have decided to help them.’ 17When Samuel saw Saul, the Lord said to him, ‘Here is the man that I told you about. He will rule over my people.’ 18Saul met Samuel at the gate of the town. Saul said to him, ‘Please tell me where the seer's house is.’

- Adam Clarke Bible Commentary · v. 16Thou shalt anoint him to be captain - Not to be king, but to be נגיד nagid or captain of the Lord's host. But in ancient times no king was esteemed who was not an able warrior. Plutarch informs us that Alexander the Great esteemed the following verse the most correct, as to its sentiment, of any in the whole Iliad of Homer: - ' , ' , ' . "The king of kings, Atrides, you survey; Great in the war, and great in acts of sway." Pope.Read the comment
- Barnes’ Notes on the Bible · v. 16That he may save my people out of the hand of the Philistines, etc. - These words are not very easily reconcileable with 1 Samuel 7:13. It is possible that the aggressive movements of the Philistines, after the long cessation indicated by 1 Samuel 7:13, coupled with Samuel‘s old age and consequent inability to lead them to victory as before, were among the chief causes which led to the cry for a king. If this were so the Philistine oppression glanced at…Read the comment
- Matthew Henry Concise Commentary · v. 11-17Verses 11-17 The very maid-servants of the city could direct to the prophet. They had heard of the sacrifice, and could tell of the necessity for Samuel's presence. It is no small benefit to live in religious and holy places. And we should always be ready to help those who are seeking after God's prophets. Though God had, in displeasure, granted Israel's request for a king, yet he sends them a man to be captain over them, to save them out of the hand of…Read the comment

David eventually defeated the Philistines (2 Samuel 5:17–25; 8:1; 21:15, 18–22). their cry has come to Me (compare Exodus 3:7–9): The Philistines were again trying to conquer Israel and…Read the comment
- Jamieson–Fausset–Brown Commentary · v. 15-1615-16. Now the Lord had told Samuel in his ear a day before--The description of Saul, the time of his arrival, and the high office to which he was destined, had been secretly intimated to Samuel from heaven. The future king of Israel was to fight the battles of the Lord and protect His people. It would appear that they were at this time suffering great molestation from the Philistines, and that this was an additional reason of their urgent demands for the…Read the comment
