Context of 1 Samuel 9:16
14So they went up to the city. And as they came into the city, there was Samuel coming out toward them to go up to the high place. 15Now a day before Saul came, the Lord had informed Samuel [of this], saying, “About this time tomorrow I will send you a man from the land of Benjamin, and you shall anoint him as leader over My people Israel; and he will save My people from the hand of the Philistines. For I have looked upon [the distress of] My people, because their cry [for help] has come to Me.” 17When Samuel saw Saul, the Lord said to him, “There is the man of whom I spoke to you. This one shall rule over My people [as their king].” 18Then Saul approached Samuel in the [city] gate and said, “Please tell me where the seer’s house is.”

- Adam Clarke Bible Commentary · v. 16Thou shalt anoint him to be captain - Not to be king, but to be נגיד nagid or captain of the Lord's host. But in ancient times no king was esteemed who was not an able warrior. Plutarch informs us that Alexander the Great esteemed the following verse the most correct, as to its sentiment, of any in the whole Iliad of Homer: - ' , ' , ' . "The king of kings, Atrides, you survey; Great in the war, and great in acts of sway." Pope.Read the comment
- Barnes’ Notes on the Bible · v. 16That he may save my people out of the hand of the Philistines, etc. - These words are not very easily reconcileable with 1 Samuel 7:13. It is possible that the aggressive movements of the Philistines, after the long cessation indicated by 1 Samuel 7:13, coupled with Samuel‘s old age and consequent inability to lead them to victory as before, were among the chief causes which led to the cry for a king. If this were so the Philistine oppression glanced at…Read the comment
- Matthew Henry Concise Commentary · v. 11-17Verses 11-17 The very maid-servants of the city could direct to the prophet. They had heard of the sacrifice, and could tell of the necessity for Samuel's presence. It is no small benefit to live in religious and holy places. And we should always be ready to help those who are seeking after God's prophets. Though God had, in displeasure, granted Israel's request for a king, yet he sends them a man to be captain over them, to save them out of the hand of…Read the comment

David eventually defeated the Philistines (2 Samuel 5:17–25; 8:1; 21:15, 18–22). their cry has come to Me (compare Exodus 3:7–9): The Philistines were again trying to conquer Israel and…Read the comment
- Jamieson–Fausset–Brown Commentary · v. 15-1615-16. Now the Lord had told Samuel in his ear a day before--The description of Saul, the time of his arrival, and the high office to which he was destined, had been secretly intimated to Samuel from heaven. The future king of Israel was to fight the battles of the Lord and protect His people. It would appear that they were at this time suffering great molestation from the Philistines, and that this was an additional reason of their urgent demands for the…Read the comment
