Context of Acts 1:24
22beginning from the baptism of John until the day in which he was taken up from us, one of these should be a witness with us of his resurrection. 23And they appointed two, Joseph, who was called Barsabas, who had been surnamed Justus, and Matthias. And they prayed, and said, Thou Lord, knower of the hearts of all, shew which one of these two thou hast chosen, 25to receive the lot of this service and apostleship, from which Judas transgressing fell to go to his own place. 26And they gave lots on them, and the lot fell on Matthias, and he was numbered with the eleven apostles.

- Adam Clarke Bible Commentary · v. 24Thou Lord, which knowest the hearts - , , . The word , the searcher of hearts, seems to be used here as an attribute of God; he knows the hearts, the most secret purposes, intentions, and dispositions of all men; and because he is the knower of hearts, he knew which of these men he had qualified the best, by natural and gracious dispositions and powers, for the important work to which one of them was now to be appointed.Read the comment
- Barnes’ Notes on the Bible · v. 24And they prayed - As they could not agree on the individual, they invoked the direction of God in their choice - an example which should be followed in every selection of an individual to exercise the duties of the sacred office of the ministry. Which knowest the hearts of all men - This is often declared to be the special prerogative of God, Jeremiah 17:10, “I, Yahweh, search the heart,” etc.; Psalm 139:1, Psalm 139:23; 1 Chronicles 28:9. - Matthew Henry Concise Commentary · v. 15-26Verses 15-26 The great thing the apostles were to attest to the world, was, Christ's resurrection; for that was the great proof of his being the Messiah, and the foundation of our hope in him. The apostles were ordained, not to wordly dignity and dominion, but to preach Christ, and the power of his resurrection. An appeal was made to God; "Thou, Lord, who knowest the hearts of all men," which we do not; and better than they know their own. It is fit that…Read the comment
- Tyndale Open Study Notes · v. 23-26With prayer and humble dependence on God that he would reveal his will, the apostles cast lots (1:14, 24). This was a traditional way to discover God’s will (see Leviticus 16:8; Numbers 27:21; Deuteronomy 33:8; Joshua 14:2; 18:3–10; Proverbs 16:33). God chose Matthias by lot to replace Judas. After Pentecost, the Holy Spirit guided the followers of Jesus through dreams, visions, and prophecies instead of through lots (compare Acts 2:17–18; 13:2; 16:7–10)…Read the comment
