Context of Zephaniah 1:11
9On that day I will punish all who skip over the threshold, who fill their master’s house with violence and deceit. 10On that day — this is the Lord’s declaration — there will be an outcry from the Fish Gate, a wailing from the Second District, and a loud crashing from the hills. Wail, you residents of the Hollow, for all the merchants will be silenced; all those loaded with silver will be cut off. 12And at that time I will search Jerusalem with lamps and punish those who settle down comfortably, who say to themselves: The Lord will do nothing — good or bad. 13Their wealth will become plunder and their houses a ruin. They will build houses but never live in them, plant vineyards but never drink their wine.

Commentaries on Zephaniah 1:11
- Adam Clarke Bible Commentary · v. 11Maktesh - Calmet says this signifies a mortar, or a rock in form of a mortar, and was the name of a quarter of Jerusalem where they hulled rice, corn, etc., according to St. Jerome. Some think the city of Jerusalem is meant, where the inhabitants should be beat and pounded to death as grain is pounded in a mortar. Newcome translates it, the lower city, and considers it the valley in Jerusalem, which divided the upper from the lower city. They that bear…Read the comment
- Barnes’ Notes on the Bible · v. 11Howl, ye inhabitants of Maktesh - Literally, “Mortar”, “in which,” Jerome says, “corn is pounded; a hollow vessel, and fit for the use of medical men, in which properly ptisans are wont to be beaten (or made). Striking is it, that Scripture saith not, who dwell in the valley or in the alley,‘ but who “dwell in the mortar,” because as corn, when the pestle striketh, is bruised, so the army of the enemy shall rush down upon you” (Jerome). The place intended…Read the comment
- Matthew Henry Concise Commentary · v. 7-13Verses 7-13 God's day is at hand; the punishment of presumptuous sinners is a sacrifice to the justice of God. The Jewish royal family shall be reckoned with for their pride and vanity; and those that leap on the threshold, invading their neighbours' rights, and seizing their possessions. The trading people and the rich merchants are called to account. Secure and careless people are reckoned with. They are secure and easy; they say in their heart, the…Read the comment
- Tyndale Open Study Notes · v. 7-18We should view the entire passage as one large event. Some parts were fulfilled when Jerusalem fell in 586 BC. Other parts repeated in different historical periods, like the destruction of Jerusalem in AD 70. The whole prophecy will be fulfilled at the end of time. Then, God will fully and finally judge the world and renew creation (Revelation 19:11–22:5).Read the comment

The valley between Zion and Mount Olivet, at the eastern extremity of Mount Moriah, where the merchants dwelt. Zec 14:21, "The Canaanite," namely, merchant [Chaldee Version].
