Context of Zephaniah 1:11
9On that day I will also punish all those who leap over the temple threshold, Who fill their [pagan] lord’s temple with violence and deceit. 10On that day,” declares the Lord, “There will be the sound of crying from the Fish (Damascus) Gate [in the northern wall of Jerusalem where invaders enter] And wailing from the Second Quarter [of the city], And a loud crash from the hills. Wail [in anguish], you inhabitants of the Mortar (Valley of Siloam), For all the merchants of Canaan will be silenced and destroyed; All who weigh out silver will be cut off. 12It will come about at that time That I will search Jerusalem with lamps And I will punish the men Who [like old wine] are stagnant in spirit, Who say in their hearts, ‘The Lord will not do good, nor will He do evil.’ 13Furthermore, their wealth will become plunder And their houses a desolation. Yes, they will build houses but not live in them, And plant vineyards but not drink their wine.”

Commentaries on Zephaniah 1:11
- Adam Clarke Bible Commentary · v. 11Maktesh - Calmet says this signifies a mortar, or a rock in form of a mortar, and was the name of a quarter of Jerusalem where they hulled rice, corn, etc., according to St. Jerome. Some think the city of Jerusalem is meant, where the inhabitants should be beat and pounded to death as grain is pounded in a mortar. Newcome translates it, the lower city, and considers it the valley in Jerusalem, which divided the upper from the lower city. They that bear…Read the comment
- Barnes’ Notes on the Bible · v. 11Howl, ye inhabitants of Maktesh - Literally, “Mortar”, “in which,” Jerome says, “corn is pounded; a hollow vessel, and fit for the use of medical men, in which properly ptisans are wont to be beaten (or made). Striking is it, that Scripture saith not, who dwell in the valley or in the alley,‘ but who “dwell in the mortar,” because as corn, when the pestle striketh, is bruised, so the army of the enemy shall rush down upon you” (Jerome). The place intended…Read the comment
- Matthew Henry Concise Commentary · v. 7-13Verses 7-13 God's day is at hand; the punishment of presumptuous sinners is a sacrifice to the justice of God. The Jewish royal family shall be reckoned with for their pride and vanity; and those that leap on the threshold, invading their neighbours' rights, and seizing their possessions. The trading people and the rich merchants are called to account. Secure and careless people are reckoned with. They are secure and easy; they say in their heart, the…Read the comment
- Tyndale Open Study Notes · v. 7-18We should view the entire passage as one large event. Some parts were fulfilled when Jerusalem fell in 586 BC. Other parts repeated in different historical periods, like the destruction of Jerusalem in AD 70. The whole prophecy will be fulfilled at the end of time. Then, God will fully and finally judge the world and renew creation (Revelation 19:11–22:5).Read the comment

The valley between Zion and Mount Olivet, at the eastern extremity of Mount Moriah, where the merchants dwelt. Zec 14:21, "The Canaanite," namely, merchant [Chaldee Version].
