Context of Numbers 28:13

11“At the beginning of each of your months present a burnt offering to the Lord: two young bulls, one ram, seven male lambs a year old — all unblemished — 12with six quarts of fine flour mixed with oil as a grain offering for each bull, four quarts of fine flour mixed with oil as a grain offering for the ram, and two quarts of fine flour mixed with oil as a grain offering for each lamb. It is a burnt offering, a pleasing aroma, a food offering to the Lord. 14Their drink offerings are to be two quarts of wine with each bull, one and a third quarts with the ram, and one quart with each male lamb. This is the monthly burnt offering for all the months of the year. 15And one male goat is to be offered as a sin offering to the Lord, in addition to the regular burnt offering with its drink offering.

• Barnes’ Notes on the Bible · v. 11-15Verses 11-15 The New-moon offering is here also commanded for the first time. The goat as a sin-offering, though mentioned last, would seem in fact to have been offered first (compare the precedents in Numbers 15:22-26 had been contemplated in cases where a sin had been committed ignorantly without the knowledge of the congregation, was henceforth not to be offered merely at discretion, as circumstances might seem to require, but to be regularly repeated…Read the comment
• Matthew Henry Concise Commentary · v. 9-15Verses 9-15 Every sabbath day, beside the two lambs offered for the daily burnt-offering, there must be two more offered. This teaches us to double our devotions on sabbath days, for so the duty of the day requires. The sabbath rest is to be observed, in order more closely to apply ourselves to the sabbath work, which ought to fill up the sabbath time. The offerings in the new moons showed thankfulness for the renewing of earthly blessings: when we…Read the comment

And in the beginnings of your months ye shall offer a burnt offering unto the Lord--These were held as sacred festivals; and though not possessing the character of solemn feasts, they were distinguished by the blowing of trumpets over the sacrifices (Nu 10:10), by the suspension of all labor except the domestic occupations of women (Am 8:5), by the celebration of public worship (2Ki 4:23), and by social or family feasts (1Sa 20:5).
