11“‘On the first day of each month you must offer as a burnt offering to the Lord two young bulls, one ram, and seven unblemished lambs a year old, 12with three-tenths of an ephah of finely ground flour mixed with olive oil as a grain offering for each bull, and two-tenths of an ephah of finely ground flour mixed with olive oil as a grain offering for the ram, and one-tenth of an ephah of finely ground flour mixed with olive oil as a grain offering for each lamb, as a burnt offering for a pleasing aroma, an offering made by fire to the Lord. 14For their drink offerings, include half a hin of wine with each bull, one-third of a hin for the ram, and one-fourth of a hin for each lamb. This is the burnt offering for each month throughout the months of the year. 15And one male goat must be offered to the Lord as a purification offering, in addition to the continual burnt offering and its drink offering.

- Barnes’ Notes on the Bible · v. 11-15Verses 11-15 The New-moon offering is here also commanded for the first time. The goat as a sin-offering, though mentioned last, would seem in fact to have been offered first (compare the precedents in Numbers 15:22-26 had been contemplated in cases where a sin had been committed ignorantly without the knowledge of the congregation, was henceforth not to be offered merely at discretion, as circumstances might seem to require, but to be regularly repeated…Read the comment

This teaches us to double our devotions on sabbath days, for so the duty of the day requires. The sabbath rest is to be observed, in order more closely to apply ourselves to the sabbath work, which ought to fill up the sabbath time. The offerings in the new moons showed thankfulness for the renewing of earthly blessings: when we…Read the comment
