Context of Numbers 14:35
33Your children will be shepherds in the wilderness for forty years and bear the penalty for your acts of unfaithfulness until all your corpses lie scattered in the wilderness. 34You will bear the consequences of your iniquities forty years based on the number of the forty days that you scouted the land, a year for each day. You will know my displeasure. I, the Lord, have spoken. I swear that I will do this to the entire evil community that has conspired against me. They will come to an end in the wilderness, and there they will die.” 36So the men Moses sent to scout out the land, and who returned and incited the entire community to complain about him by spreading a negative report about the land — 37those men who spread the negative report about the land were struck down by the Lord.

- Matthew Henry Concise Commentary · v. 20-35Verses 20-35 The Lord granted the prayer of Moses so far as not at once to destroy the congregation. But disbelief of the promise forbids the benefit. Those who despise the pleasant land shall be shut out of it. The promise of God should be fulfilled to their children. They wished to die in the wilderness; God made their sin their ruin, took them at their word, and their carcases fell in the wilderness. They were made to groan under the burden of their…Read the comment

The Israelites did not have the obedience, courage, or faith to capture the land. So, the Lord made them spend 40 years in the Wilderness of Sinai. That generation did not receive their inheritance in the promised land.Read the comment
