Context of Numbers 14:35
33Your sons shall be wanderers and shepherds in the wilderness for forty years, and they will suffer for your unfaithfulness (spiritual infidelity), until your corpses are consumed in the wilderness. 34According to the number of days in which you spied out the land [of Canaan], forty days, for each day, you shall bear and suffer a year for your sins and guilt, for forty years, and you shall know My displeasure [the revoking of My promise and My estrangement because of your sin]. I, the Lord, have spoken. I will most certainly do this to all this evil congregation who are gathered together against Me. In this wilderness they shall be consumed [by war, disease, and plagues], and here they shall die.’ ” 36As for the men whom Moses sent to spy out the land, and who returned and made all the congregation murmur and complain against him by bringing back a bad report concerning the land, 37even those [ten] men who brought back the very bad report of the land died by a plague before the Lord.

- Matthew Henry Concise Commentary · v. 20-35Verses 20-35 The Lord granted the prayer of Moses so far as not at once to destroy the congregation. But disbelief of the promise forbids the benefit. Those who despise the pleasant land shall be shut out of it. The promise of God should be fulfilled to their children. They wished to die in the wilderness; God made their sin their ruin, took them at their word, and their carcases fell in the wilderness. They were made to groan under the burden of their…Read the comment
- Tyndale Open Study Notes · v. 1-38Twelve spies explored the fertile land of Canaan and found strong enemies defending it. Earlier chapters show Israel's disobedience, hinting at future failures. The Israelites did not have the obedience, courage, or faith to capture the land. So, the Lord made them spend 40 years in the Wilderness of Sinai. That generation did not receive their inheritance in the promised land.Read the comment
