Context of Luke 23:21
19(He had been thrown into prison for a rebellion that had taken place in the city, and for murder.) 20Wanting to release Jesus, Pilate addressed them again, but they kept shouting, “Crucify! Crucify him!” 22A third time he said to them, “Why? What has this man done wrong? I have found in him no grounds for the death penalty. Therefore, I will have him whipped and then release him.” 23But they kept up the pressure, demanding with loud voices that he be crucified, and their voices won out.

- Matthew Henry Concise Commentary · v. 13-25Verses 13-25 The fear of man brings many into this snare, that they will do an unjust thing, against their consciences, rather than get into trouble. Pilate declares Jesus innocent, and has a mind to release him; yet, to please the people, he would punish him as an evil-doer. If no fault be found in him, why chastise him? Pilate yielded at length; he had not courage to go against so strong a stream. He delivered Jesus to their will, to be crucified.Read the comment
