Context of Isaiah 45:12
10Woe to the one who says to his father, ‘What are you fathering?’ or to his mother, ‘What are you giving birth to? ’” 11This is what the Lord, the Holy One of Israel and its Maker, says: “Ask me what is to happen to my sons, and instruct me about the work of my hands. I made the earth, and created humans on it. It was my hands that stretched out the heavens, and I commanded everything in them. 13I have stirred him up in righteousness, and will level all roads for him. He will rebuild my city, and set my exiles free, not for a price or a bribe,” says the Lord of Armies. 14This is what the Lord says: “The products of Egypt and the merchandise of Cush and the Sabeans, men of stature, will come over to you and will be yours; they will follow you, they will come over in chains and bow down to you. They will confess to you, ‘God is indeed with you, and there is no other; there is no other God.’”

- Barnes’ Notes on the Bible · v. 12I have made the earth - God here asserts that he had made all things, doubtless with a view to show that he was able to hear their cry, and to grant an answer to their requests. His agency was visible everywhere, alike in forming and sustaining all things, and in raising up for them a deliverer. They might, therefore, go before him with confidence, and spread out all their needs. Have stretched out the heavens - (See the notes at Isaiah 40:26). And all…Read the comment

But how common to hear God called to account for his dealings with man! Cyrus provided for the returning Jews. Those redeemed by Christ shall be provided for. The restoration would convince many, and convert some; and all that truly join the Lord, find his service perfect freedom.
