Context of Deuteronomy 31:13
11when all Israel assembles in the presence of the Lord your God at the place he chooses, you are to read this law aloud before all Israel. 12Gather the people — men, women, dependents, and the resident aliens within your city gates — so that they may listen and learn to fear the Lord your God and be careful to follow all the words of this law. Then their children who do not know the law will listen and learn to fear the Lord your God as long as you live in the land you are crossing the Jordan to possess.” 14The Lord said to Moses, “The time of your death is now approaching. Call Joshua and present yourselves at the tent of meeting so that I may commission him.” When Moses and Joshua went and presented themselves at the tent of meeting, 15the Lord appeared at the tent in a pillar of cloud, and the cloud stood at the entrance to the tent.

- Matthew Henry Concise Commentary · v. 9-13Verses 9-13 Though we read the word in private, we must not think it needless to hear it read in public. This solemn reading of the law must be done in the year of release. The year of release was typical of gospel grace, which is called the acceptable year of the Lord; for our pardon and liberty by Christ, engage us to keep his commandments. It must be read to all Israel, men, women, children, and to the strangers. It is the will of God that all people…Read the comment
- Tyndale Open Study Notes · v. 9-13To remind future generations in Israel of their covenant obligations, they read the covenant text in front of the people. This was necessary because personal copies of documents were rare.Read the comment

And Moses wrote this law, and delivered it unto the priests--The law thus committed to writing was either the whole book of Deuteronomy, or the important part of it contained between the twenty-seventh and thirtieth chapters. It was usual in cases of public or private contract for two copies of the engagement to be made--one to be deposited in the national archives or some secure place for reference, should occasion require. The other was to remain…Read the comment
