Context of Numbers 31:18
16“Look, these women caused the sons of Israel, through the counsel of Balaam, to turn unfaithfully against the LORD at Peor, so that the plague struck the congregation of the LORD. 17So now, kill all the boys, as well as every woman who has had relations with a man, but spare for yourselves every girl who has never had relations with a man. 19All of you who have killed a person or touched the dead are to remain outside the camp for seven days. On the third day and the seventh day you are to purify both yourselves and your captives. 20And purify every garment and leather good, everything made of goat’s hair, and every article of wood.”

- Matthew Henry Concise Commentary · v. 13-18Verses 13-18 The sword of war should spare women and children; but the sword of justice should know no distinction, but that of guilty or not guilty. This war was the execution of a righteous sentence upon a guilty nation, in which the women were the worst criminals. The female children were spared, who, being brought up among the Israelites, would not tempt them to idolatry. The whole history shows the hatefulness of sin, and the guilt of tempting…Read the comment

No order had been given for the slaughter of the women, and in ancient war they were commonly reserved for slaves. By their antecedent conduct, however, the Midianitish women had forfeited all claims to mild or…Read the comment
