Context of Numbers 24:19
17I see him, but not now; I behold him, but not near. A star will come forth from Jacob, and a scepter will arise from Israel. He will crush the skulls of Moab and strike down all the sons of Sheth. 18Edom will become a possession, as will Seir, his enemy; but Israel will perform with valor. A ruler will come from Jacob and destroy the survivors of the city.” 20Then Balaam saw Amalek and lifted up an oracle, saying: “Amalek was first among the nations, but his end is destruction.” 21Next he saw the Kenites and lifted up an oracle, saying: “Your dwelling place is secure, and your nest is set in a cliff.

Commentaries on Numbers 24:19
- Adam Clarke Bible Commentary · v. 19Out of Jacob shall come, etc. - This is supposed to refer to Christ, because of what is said Genesis 49:10. It is exceedingly difficult to fix the true sense of this prophecy in all its particulars. Probably the star, Numbers 24:17, is only an emblem of kingly power. Among the Egyptians a star is said to have been the symbol of the Divine Being. The scepter refers to the kingly power in exercise. The corners or outskirts may mean the petty Moabitish…Read the comment
- Barnes’ Notes on the Bible · v. 19Destroy him that remaineth of the city - i. e., shall destroy those of every city that had previously escaped. The phrase tersely describes a conqueror who first defeats his enemies in battle, and then hunts out the fugitives until he has cut off all of every place (compare 1 Kings 11:16). The victories of David were a partial accomplishment of the predictions Numbers 24:14, Numbers 24:18, but did not exhaust them. It is apparent that Edom and Moab are…Read the comment
- Matthew Henry Concise Commentary · v. 15-25Verses 15-25 Under the powerful influence of the Spirit of prophecy, Balaam foretold the future prosperity and extensive dominion of Israel. Balaam boasts that his eyes are open. The prophets were in old times called seers. He had heard the words of God, which many do who neither heed them, nor hear God in them. He knew the knowledge of the Most High. A man may be full of the knowledge of God, yet utterly destitute of the grace of God. He calls God the…Read the comment

It also predicts the appearance of a great leader who will play a major role in these military victories (24:17).Read the comment
