Context of Nahum 3:9
7Then all who see you will recoil from you and say, ‘Nineveh is devastated; who will grieve for her?’ Where can I find comforters for you?” 8Are you better than Thebes, stationed by the Nile with water around her, whose rampart was the sea, whose wall was the water? Cush and Egypt were her boundless strength; Put and Libya were her allies. 10Yet she became an exile; she went into captivity. Her infants were dashed to pieces at the head of every street. They cast lots for her dignitaries, and all her nobles were bound in chains. 11You too will become drunk; you will go into hiding and seek refuge from the enemy.

- Barnes’ Notes on the Bible · v. 9Ethiopia and Egypt were her strength - Literally, “Egypt was strength, and Ethiopia, and boundless.” He sets forth first the imperial might of No; then her strength from foreign, subdued power. The capital is a sort of impersonation of the might of the state; No, of Egypt, as Nineveh, of Assyria. When the head was cut off or the heart ceased to beat, all was lost. The might of Egypt and Ethiopia was the might of No, concentrated in her. They were…Read the comment
- Matthew Henry Concise Commentary · v. 8-19Verses 8-19 Strong-holds, even the strongest, are no defence against the judgments of God. They shall be unable to do any thing for themselves. The Chaldeans and Medes would devour the land like canker-worms. The Assyrians also would be eaten up by their own numerous hired troops, which seem to be meant by the word rendered "merchants." Those that have done evil to their neighbours, will find it come home to them. Nineveh, and many other cities, states…Read the comment

Before this, Thebes seemed unbeatable with strong defenses and support from Egypt and its allies: Ethiopia, Put (possibly the legendary land of Punt, located near what is now coastal Somalia), and Libya. However, these allies did not protect Thebes effectively. infants were dashed to pieces: In the ancient world, conquering armies sometimes killed the infants of their enemies.
