Context of Leviticus 13:39
37If, however, in his sight the scaly outbreak is unchanged and black hair has grown in it, then it has healed. He is clean, and the priest is to pronounce him clean. 38When a man or a woman has white spots on the skin, the priest shall examine them, and if the spots are dull white, it is a harmless rash that has broken out on the skin; the person is clean. 40Now if a man loses his hair and is bald, he is still clean. 41Or if his hairline recedes and he is bald on his forehead, he is still clean.

- Barnes’ Notes on the Bible · v. 39Freckled spot - If Leviticus 13:12 refers to the Lepra commonis, the Hebrew בהק bôhaq here may denote some kind of eczema, a skin disease of a somewhat similar external character. Leviticus 13:38, Leviticus 13:39 would seem more in their natural place between Leviticus 13:17-18.Read the comment

Or, in a burn by accident, ver. #(24). The burning of strife and contention often occasions the rising and breaking out of that corruption, which proves that men are unclean. Human life lies exposed to many grievances. With what troops of…Read the comment
- Tyndale Open Study Notes · v. 38-39If a skin rash had pus or swelling, it was probably an infection (Leviticus 13:42). If it only appeared as a white area, it was probably vitiligo (leucoderma). This harmless condition causes patches of skin to lose color.Read the comment
- Jamieson–Fausset–Brown Commentary · v. 38-3938-39. If a man ... or a woman have in the skin of their flesh bright spots--This modification of the leprosy is distinguished by a dull white color, and it is entirely a cutaneous disorder, never injuring the constitution. It is described as not penetrating below the skin of the flesh and as not rendering necessary an exclusion from society. It is evident, then, that this common form of leprosy is not contagious; otherwise Moses would have prescribed as…Read the comment
