He is clean, and the priest shall pronounce him clean. 38“If a man or a woman has bright spots on the skin of the body, specifically white bright spots, then the priest shall look; and indeed if the bright spots on the skin of the body are dull white, it is a white spot that grows on the skin. He is clean. 40“As for the man whose hair has fallen from his head, he is bald, but he is clean. 41He whose hair has fallen from his forehead, he is bald on the forehead, but he is clean.

- Barnes’ Notes on the Bible · v. 39Freckled spot - If Leviticus 13:12 refers to the Lepra commonis, the Hebrew בהק bôhaq here may denote some kind of eczema, a skin disease of a somewhat similar external character. Leviticus 13:38, Leviticus 13:39 would seem more in their natural place between Leviticus 13:17-18.Read the comment

If a man ... or a woman have in the skin of their flesh bright spots--This modification of the leprosy is distinguished by a dull white color, and it is entirely a cutaneous disorder, never injuring the constitution. It is described as not penetrating below the skin of the flesh and as not rendering necessary an exclusion from society. It is evident, then, that this common form of leprosy is not contagious; otherwise Moses would have prescribed as…Read the comment
