Context of Isaiah 17:13
11though on the day you plant you make them grow, and on that morning you help your seed sprout— yet the harvest will vanish on the day of disease and incurable pain. 12Alas, the tumult of many peoples; they rage like the roaring seas and clamoring nations; they rumble like the crashing of mighty waters. The nations rage like the rush of many waters. He rebukes them, and they flee far away, driven before the wind like chaff on the hills, like tumbleweeds before a gale. 14In the evening, there is sudden terror! Before morning, they are no more! This is the portion of those who loot us and the lot of those who plunder us.

Commentaries on Isaiah 17:13
- Barnes’ Notes on the Bible · v. 13God shall rebuke them - The word God‘ is not here in the original, but is evidently to be supplied. The word rebuke‘ means that he would disarrange their plans, prevent their success, and defeat their purposes. It shows the great power of God, that he can thus by a “rebuke” - a word - arrest mighty nations, and discomfit thom when they are tumultuously hastening onward in the confidence of victory. This discomfiture refers, doubtless, to the overthrow of…Read the comment
- Matthew Henry Concise Commentary · v. 12-14Verses 12-14 The rage and force of the Assyrians resembled the mighty waters of the sea; but when the God of Israel should rebuke them, they would flee like chaff, or like a rolling thing, before the whirlwind. In the evening Jerusalem would be in trouble, because of the powerful invader, but before morning his army would be nearly cut off. Happy are those who remember God as their salvation, and rely on his power and grace. The trouble of the believers…Read the comment
