Context of Haggai 1:13
11I have summoned a drought on the fields and on the mountains, on the grain, new wine, and oil, and on whatever the ground yields, on man and beast, and on all the labor of your hands.” 12Then Zerubbabel son of Shealtiel and Joshua son of Jehozadak, the high priest, as well as all the remnant of the people, obeyed the voice of the LORD their God and the words of the prophet Haggai, because the LORD their God had sent him. So the people feared the LORD. Haggai, the messenger of the LORD, delivered the message of the LORD to the people: “I am with you,” declares the LORD. 14So the LORD stirred the spirit of Zerubbabel son of Shealtiel, governor of Judah, and the spirit of Joshua son of Jehozadak, the high priest, as well as the spirit of all the remnant of the people. And they came and began the work on the house of the LORD of Hosts, their God, 15on the twenty-fourth day of the sixth month, in the second year of King Darius.

- Adam Clarke Bible Commentary · v. 13Then spake Haggai - He was the Lord's messenger, and he came with the Lord's message, and consequently he came with authority. He is called יהוה מלאך malach Yehovah, the angel of Jehovah, just as the pastors of the seven Asiatic churches are called Angels of the Churches, Revelation 1:2. - Barnes’ Notes on the Bible · v. 13And Haggai, the Lord‘s messenger - Malachi, whose own name was framed to express that he was “the Lord‘s messenger,” and Haggai alone use the title, as the title of a prophet; perhaps as forerunners of the great prophet whom Malachi announced. Malachi also speaks of the priest, as Malachi 2:7 “the messenger of the Lord of hosts,” and prophesies of John Baptist as Malachi 3:1 “the messenger” of the Lord, who should go before His face. - Matthew Henry Concise Commentary · v. 12-15Verses 12-15 The people returned to God in the way of duty. In attending to God's ministers, we must have respect to him that sent them. The word of the Lord has success, when by his grace he stirs up our spirits to comply with it. It is in the day of Divine power we are made willing. When God has work to be done, he will either find or make men fit to do it. Every one helped, as his ability was; and this they did with a regard to the Lord as their God…Read the comment

I am with you: This confirms God's promise to the people of Judea, showing his presence and support in their building project (Haggai 2:4–5; see Genesis 26:3; Exodus 3:12; Isaiah 41:10; 43:5; Jeremiah 30:11).Read the comment

I am with you--(Mt 28:20). On the people showing the mere disposition to obey, even before they actually set to work, God passes at once from the reproving tone to that of tenderness.
