Context of Psalms 28:2
1Unto thee, O Jehovah, will I call: My rock, be not thou deaf unto me; Lest, if thou be silent unto me, I become like them that go down into the pit. Hear the voice of my supplications, when I cry unto thee, When I lift up my hands toward thy holy oracle. 3Draw me not away with the wicked, And with the workers of iniquity; That speak peace with their neighbors, But mischief is in their hearts. 4Give them according to their work, and according to the wickedness of their doings: Give them after the operation of their hands; Render to them their desert.

- Adam Clarke Bible Commentary · v. 2Toward thy holy oracle - קדשך דביר debir kodshecha ; debir properly means that place in the holy of holies from which God gave oracular answers to the high priest. This is a presumptive proof that there was a temple now standing; and the custom of stretching out the hands in prayer towards the temple, when the Jews were at a distance from it, is here referred to.Read the comment

Toward thy holy oracle - Margin, as in Hebrew, “toward the oracle of thy holiness.” The word “oracle” as used here denotes the place where the answer to prayer is given.
