Context of Matthew 18:2
1In that hour came the disciples unto Jesus, saying, Who then is greatest in the kingdom of heaven? And he called to him a little child, and set him in the midst of them, 3and said, Verily I say unto you, Except ye turn, and become as little children, ye shall in no wise enter into the kingdom of heaven. 4Whosoever therefore shall humble himself as this little child, the same is the greatest in the kingdom of heaven.

Who is the greatest in the kingdom, of heaven? - By the kingdom of heaven they meant the kingdom which they supposed he was about to set up - his kingdom as the Messiah. - Tyndale Open Study Notes · v. 1-35This fourth major teaching in Matthew (see study note on Matthew 5:1–7:29) focuses on how people responded to the Messiah.
