Context of Psalms 66:14
12You made men (charioteers) ride over our heads [in defeat]; We went through fire and through water, Yet You brought us out into a [broad] place of abundance [to be refreshed]. 13I shall come into Your house with burnt offerings; I shall pay You my vows, Which my lips uttered And my mouth spoke as a promise when I was in distress. 15I shall offer to You burnt offerings of fat lambs, With the [sweet] smoke of rams; I will offer bulls with male goats. Selah. 16Come and hear, all who fear God [and worship Him with awe-inspired reverence and obedience], And I will tell what He has done for me.

- Barnes’ Notes on the Bible · v. 14Which my lips have uttered - Margin, “opened.” The Hebrew word, however - פצה pâtsâh - means properly to tear apart; to rend; and then, to open wide, as the mouth, for example - or the throat, - as wild beasts do, Psalm 22:13. Then it means to open the mouth in scorn Lamentations 2:16; Lamentations 3:46; and then, to utter hasty words, Job 35:16.
