Context of Psalms 66:14
12Then you put a leader over us. We went through fire and flood, but you brought us to a place of great abundance. 13Now I come to your Temple with burnt offerings to fulfill the vows I made to you— yes, the sacred vows that I made when I was in deep trouble. 15That is why I am sacrificing burnt offerings to you— the best of my rams as a pleasing aroma, and a sacrifice of bulls and male goats. Interlude 16Come and listen, all you who fear God, and I will tell you what he did for me.

- Barnes’ Notes on the Bible · v. 14Which my lips have uttered - Margin, “opened.” The Hebrew word, however - פצה pâtsâh - means properly to tear apart; to rend; and then, to open wide, as the mouth, for example - or the throat, - as wild beasts do, Psalm 22:13. Then it means to open the mouth in scorn Lamentations 2:16; Lamentations 3:46; and then, to utter hasty words, Job 35:16. The idea would be expressed by us by the phrases to bolt or blurt out; to utter hastily; or, to utter from…Read the comment
