Context of Psalms 104:15
13He waters the mountains from His upper chambers; The earth is satisfied with the fruit of His works. 14He causes grass to grow for the cattle, And all that the earth produces for cultivation by man, So that he may bring food from the earth— And wine which makes the heart of man glad, So that he may make his face glisten with oil, And bread to sustain and strengthen man’s heart. 16The trees of the Lord drink their fill, The cedars of Lebanon which He has planted, 17Where the birds make their nests; As for the stork, the fir trees are her house.

- Adam Clarke Bible Commentary · v. 15And wine - Wine, in moderate quantity, has a wondrous tendency to revive and invigorate the human being. Ardent spirits exhilarate, but they exhaust the strength; and every dose leaves man the worse. Unadulterated wine, on the contrary, exhilarates and invigorates: it makes him cheerful, and provides for the continuance of that cheerfulness by strengthening the muscles, and bracing the nerves. This is its use. Those who continue drinking till wine…Read the comment

The meaning is, that the earth is made to produce wine (or grapes which produce wine), and this exhilarates the heart, so that the effect is seen on the countenance, making it more bright…Read the comment
