Context of Joshua 19:9
7Ain, Rimmon and Ether and Ashan; four cities with their villages; 8and all the villages which were around these cities as far as Baalath-beer, Ramah of the Negev (South country). This was the inheritance of the tribe of the sons of Simeon according to their families. The inheritance of the sons of Simeon was taken from the portion of the sons of Judah, for the share of the sons of Judah was too large for them; so the sons of Simeon received an inheritance within Judah’s inheritance. 10The third lot came up for [the tribe of] the sons of Zebulun according to their families. The territory of their inheritance extended to Sarid. 11Then its border went up westward and on to Maralah, and reached to Dabbesheth and reached to the brook east of Jokneam.

- Barnes’ Notes on the Bible · v. 1-9Verses 1-9 The inheritance of Simeon was taken out of the portion of Judah, which proved on experience to be larger than the numbers of that tribe required. The Simeonite territory is described by its towns, of which fourteen were in the Negeb, and four others Joshua 19:7 partly in the Negeb and partly in “the valley.” On the narrow confines here assigned to Simeon, and its insignificant position altogether among the Twelve tribes, see Deuteronomy 33:6…Read the comment
- Tyndale Open Study Notes · v. 2-9Some of the towns given to the tribe of Simeon were also part of Judah’s land. This happened because Judah’s territory was too large for them (compare 17:14–18). Most of Simeon's territory became part of Judah before the end of the Old Testament period.Read the comment

The knowledge of Canaan possessed by the Israelites, when the division of the land commenced, was but very general, being derived from the rapid sweep they had made over it during the course of conquest; and it was on the ground of that rough survey alone that the…Read the comment
