Context of Joshua 19:9
7Ain, Rimmon, Ether, and Ashan—four cities with their villages, 8together with all the villages around these cities as far as Baalath-beer, Ramah of the Negeb. This was the inheritance of the tribe of the people of Simeon according to their clans. The inheritance of the people of Simeon formed part of the territory of the people of Judah. Because the portion of the people of Judah was too large for them, the people of Simeon obtained an inheritance in the midst of their inheritance. 10The third lot came up for the people of Zebulun, according to their clans. And the territory of their inheritance reached as far as Sarid. 11Then their boundary goes up westward and on to Mareal and touches Dabbesheth, then the brook that is east of Jokneam.

- Barnes’ Notes on the Bible · v. 1-9Verses 1-9 The inheritance of Simeon was taken out of the portion of Judah, which proved on experience to be larger than the numbers of that tribe required. The Simeonite territory is described by its towns, of which fourteen were in the Negeb, and four others Joshua 19:7 partly in the Negeb and partly in “the valley.” On the narrow confines here assigned to Simeon, and its insignificant position altogether among the Twelve tribes, see Deuteronomy 33:6…Read the comment
- Tyndale Open Study Notes · v. 2-9Some of the towns given to the tribe of Simeon were also part of Judah’s land. This happened because Judah’s territory was too large for them (compare 17:14–18). Most of Simeon's territory became part of Judah before the end of the Old Testament period.Read the comment
