Context of Joshua 19:7
5and Ziklag and Beth-marcaboth and Hazar-susah, 6and Beth-lebaoth and Sharuhen; thirteen cities with their villages; Ain, Rimmon and Ether and Ashan; four cities with their villages; 8and all the villages which were around these cities as far as Baalath-beer, Ramah of the Negev (South country). This was the inheritance of the tribe of the sons of Simeon according to their families. 9The inheritance of the sons of Simeon was taken from the portion of the sons of Judah, for the share of the sons of Judah was too large for them; so the sons of Simeon received an inheritance within Judah’s inheritance.

The Simeonite territory is described by its towns, of which fourteen were in the Negeb, and four others Joshua 19:7 partly in the Negeb and partly in “the valley.” On the narrow confines here assigned to Simeon, and its insignificant position altogether among the Twelve tribes, see Deuteronomy 33:6…Read the comment
- Tyndale Open Study Notes · v. 2-9Some of the towns given to the tribe of Simeon were also part of Judah’s land. This happened because Judah’s territory was too large for them (compare 17:14–18). Most of Simeon's territory became part of Judah before the end of the Old Testament period.Read the comment
- Jamieson–Fausset–Brown Commentary · v. 1-91. the second lot came forth to Simeon--The next lot that was drawn at Shiloh, gave the tribe of Simeon his inheritance within the territory, which had been assigned to that of Judah.
