Context of Joshua 19:7
5Ziklag, Beth Marcaboth, Hazar-Susah, 6Beth Lebaoth and Sharuhen. There were 13 towns and their villages. He also gave them Ain, Rimmon, Ether and Ashan. There were four towns and their villages. 8This included all the villages near them as far as Baalath Beer (also called Ramah, in the Negev). That was the land that Joshua gave to the families of Simeon's tribe. 9Because Judah had received more land than they needed, Joshua took some of their land for Simeon. So Simeon's tribe lived inside the land that Joshua had given to Judah.

The Simeonite territory is described by its towns, of which fourteen were in the Negeb, and four others Joshua 19:7 partly in the Negeb and partly in “the valley.” On the narrow confines here assigned to Simeon, and its insignificant position altogether among the Twelve tribes, see Deuteronomy 33:6…Read the comment
- Tyndale Open Study Notes · v. 2-9Some of the towns given to the tribe of Simeon were also part of Judah’s land. This happened because Judah’s territory was too large for them (compare 17:14–18). - Jamieson–Fausset–Brown Commentary · v. 1-91. the second lot came forth to Simeon--The next lot that was drawn at Shiloh, gave the tribe of Simeon his inheritance within the territory, which had been assigned to that of Judah.
