Context of Isaiah 10:21
19And the remaining trees of Assyria’s forest will be so few in number That a child could write them down. 20Now in that day the remnant of Israel, and those of the house of Jacob who have escaped, will never again rely on the one who struck them, but will truly rely on the Lord, the Holy One of Israel. A remnant will return, a remnant of Jacob, to the mighty God. 22For though your people, O Israel, may be as the sand of the sea, Only a remnant within them will return; The destruction is determined [it is decided and destined for completion], overflowing with justice (righteous punishment). 23For the Lord, the God of hosts, will execute a complete destruction, one that is decreed, in the midst of all the land.

- Matthew Henry Concise Commentary · v. 20-34Verses 20-34 By our afflictions we may learn not to make creatures our confidence. Those only can with comfort stay upon God, who return to him in truth, not in pretence and profession only. God will justly bring this wasting away on a provoking people, but will graciously set bounds to it. It is against the mind and will of God, that his people, whatever happens, should give way to fear. God's anger against his people is but for a moment; and when that…Read the comment
- Tyndale Open Study Notes · v. 20-27In the middle of Assyrian oppression, there was still hope for the remnant. This passage explains more clearly the meaning of the name Shear-jashub. The name means “a remnant will return” (Isaiah 10:21; see 7:3; 8:18). The promise showed that God would not destroy all his people. Some would return to him and live under his care.Read the comment
