Context of Ezekiel 47:23

21“So you shall divide this land among yourselves according to the tribes of Israel. 22You shall divide it by lot as an inheritance among yourselves and among the foreigners who stay among you, who give birth to sons among you. They shall be to you as the native-born [in the country] among the children (descendants) of Israel; they shall be allotted an inheritance with you among the tribes of Israel. In whatever tribe the foreigner resides, there shall you give him his inheritance,” says the Lord God.

• Jamieson–Fausset–Brown Commentary · v. 1-23The happy fruit to the earth at large of God's dwelling with Israel in holy fellowship is that the blessing is no longer restricted to the one people and locality, but is to be diffused with comprehensive catholicity through the whole world. So the plant from the cedar of Lebanon is represented as gathering under its shelter "all fowl of every wing" (Eze 17:23).
