Context of 1 Samuel 15:13
11“I regret that I made Saul king, for he has turned away from following Me and has not carried out My commands.” Samuel was angry [over Saul’s failure] and he cried out to the Lord all night. 12When Samuel got up early in the morning to meet Saul, he was told, “Saul came to Carmel, and behold, he set up for himself a monument [commemorating his victory], then he turned and went on and went down to Gilgal.” So Samuel came to Saul, and Saul said to him, “Blessed are you of the Lord. I have carried out the command of the Lord.” 14But Samuel said, “What then is this bleating of the sheep in my ears, and the lowing of the oxen which I hear?” 15Saul said, “They have brought them from the Amalekites, for the people spared the best of the sheep and oxen to sacrifice to the Lord your God; but the rest we have destroyed completely.”

- Barnes’ Notes on the Bible · v. 13Gilgal being within 15 miles of Ramah, Samuel might easily have come from Ramah that morning. Self-will and rashness had hitherto been Saul‘s chief faults. He now seems to add falsehood and hypocrisy.Read the comment
- Matthew Henry Concise Commentary · v. 10-23Verses 10-23 Repentance in God is not a change of mind, as it is in us, but a change of method. The change was in Saul; "He is turned back from following me." Hereby he made God his enemy. Samuel spent a whole night in pleading for Saul. The rejection of sinners is the grief of believers: God delights not in their death, nor should we. Saul boasts to Samuel of his obedience. Thus sinners think, by justifying themselves, to escape being judged of the Lord…Read the comment
- Tyndale Open Study Notes · v. 13I have carried out the LORD’s instructions: Compare with 1 Samuel 15:3. Saul believed his actions were justified (1 Samuel 15:15; compare with Leviticus 22:19). However, Samuel exposed Saul’s false excuse (1 Samuel 15:17–19). Samuel then carried out God’s command himself (1 Samuel 15:32–33).Read the comment
- Jamieson–Fausset–Brown Commentary · v. 13-2313-23. Saul said unto him, Blessed be thou of the Lord: I have performed the commandment of the Lord--Saul was either blinded by a partial and delusive self-love, or he was, in his declaration to Samuel, acting the part of a bold and artful hypocrite. He professed to have fulfilled the divine command, and that the blame of any defects in the execution lay with the people. Samuel saw the real state of the case, and in discharge of the commission he had…Read the comment
