Context of Zechariah 9:16
14Then Adonai will be seen over them as His arrow flashes like lightning. Adonai Elohim will blow the shofar and march in whirlwinds of the south. 15Adonai-Tzva’ot will defend them. They will consume and conquer with sling stones. They will drink and roar as with wine and be filled like a bowl, like the corners of the altar. Adonai their God will save them on that day as the flock of His people. They will be like gems of a crown sparkling over His land. 17How good and beautiful it will be! Grain will make the young men thrive and new wine the virgin women.”

- Adam Clarke Bible Commentary · v. 16Shall save them in that day - They are his flock, and he is their Shepherd; and, as his own, he shall save and defend them. As the stones of a crown - מתנוססות נזר אבני abney nezer mithnosesoth, "crowned stones erecting themselves;" i.e., being set up by themselves, as monuments of some deliverance, they seem to be lifting themselves up; offering themselves to the attention of every passenger. - Barnes’ Notes on the Bible · v. 16And the Lord their God shall save them in that day - Still all should be God‘s doing; they themselves were but as a flock, as sheep among wolves, ready for the slaughter; but they were “the flock, His people,” as He says, “I will increase them like the flock, men, as the flock of holy things, as the flock of Jerusalem in her solemn feasts; so shall the waste cities be filled with flocks, men” Ezekiel 36:37-38. “As a man saves his flock with all his…Read the comment

He took the character of their King, when he entered Jerusalem amidst the hosannas of the multitude. But his kingdom is a spiritual kingdom. It shall not be advanced by outward force or carnal weapons. His gospel shall be preached to the world, and be received among the heathen. A sinful state is a state of…Read the comment

Here the image of war and bloodshed (Zec 9:15) is exchanged for the shepherd and flock, as God will give not only victory, but afterwards safe and lasting peace.
