Context of Ruth 4:3
1Meanwhile Boaz had gone up to the gate and sat down there. And all of a sudden, the goel about whom Boaz had spoken passed by. “Come over,” he called, “and sit down here, my friend.” So he came over and sat down. 2Then Boaz took ten of the town’s elders and said, “Sit down here,” so they sat down. Then he said to the goel, “Naomi, who has returned from the region of Moab, is selling the parcel of land that belongs to our brother Elimelech. 4I thought I should inform you saying, ‘Buy it in the presence of the people sitting here, and in the presence of the elders of my people. If you want to redeem it, redeem it. But if it will not be redeemed, then tell me, so that I can know, because there is no one else in line to redeem it. I am after you.’” “I will redeem it,” he said. 5Then Boaz said, “On the day you buy the field from Naomi’s hand, you will also acquire Ruth the Moabitess, the wife of the deceased, in order to raise up the name of the deceased over his inheritance.”

- Barnes’ Notes on the Bible · v. 3According to the law Leviticus 25:25-28, if any Israelite, through poverty, would sell his possession, the next of kin (the גאל gā'al ) had a right to redeem it by paying the value of the number of years remaining until the jubilee (see the marginal reference). This right Boaz advertises the גאל gā'al of, so as to give him the option which the law secured to him of redeeming “our brother Elimelech‘s” land, i. e. our kinsman‘s, according to the common…Read the comment

- Jamieson–Fausset–Brown Commentary · v. 33. Naomi ... selleth a parcel of land--that is, entertains the idea of selling. In her circumstances she was at liberty to part with it (Le 25:25). Both Naomi and Ruth had an interest in the land during their lives; but Naomi alone was mentioned, not only because she directed all the negotiations, but because the introduction of Ruth's name would awaken a suspicion of the necessity of marrying her, before the first proposition was answered.Read the comment
