Context of Ruth 4:3
1Then Boaz went up to the city gate [where business and legal matters were settled] and sat down, and then the close relative (redeemer) of whom Boaz had spoken came by. He said to him, “Come over here, friend, and sit down.” So he came and sat down. 2Then Boaz took ten men from the elders of the city and said, “Sit down here.” And they sat down. He said to the closest relative (redeemer), “Naomi, who has returned from the country of Moab, must sell the plot of land which belonged to our brother Elimelech. 4So I thought to let you hear of it, saying, ‘Buy it in the presence of those sitting here, and before the elders of my people. If you will redeem it, redeem it; but if not, then tell me, so that I may know; for there is no one besides you to redeem it, and I am [next of kin] after you.’ ” And he said, “I will redeem it.” 5Then Boaz said, “The day that you buy the field from Naomi, you must also acquire Ruth the Moabitess, the widow of the deceased, to restore the name of the deceased to his inheritance.”

- Barnes’ Notes on the Bible · v. 3According to the law Leviticus 25:25-28, if any Israelite, through poverty, would sell his possession, the next of kin (the גאל gā'al ) had a right to redeem it by paying the value of the number of years remaining until the jubilee (see the marginal reference). This right Boaz advertises the גאל gā'al of, so as to give him the option which the law secured to him of redeeming “our brother Elimelech‘s” land, i. e. our kinsman‘s, according to the common…Read the comment

- Jamieson–Fausset–Brown Commentary · v. 33. Naomi ... selleth a parcel of land--that is, entertains the idea of selling. In her circumstances she was at liberty to part with it (Le 25:25). Both Naomi and Ruth had an interest in the land during their lives; but Naomi alone was mentioned, not only because she directed all the negotiations, but because the introduction of Ruth's name would awaken a suspicion of the necessity of marrying her, before the first proposition was answered.Read the comment
