Context of Psalms 37:38
36But once he passed by, he was no more. Though I looked for him, he could not be found. 37Notice the man of integrity and watch the upright— for the man of shalom has a future. But transgressors will be destroyed altogether. The future of the wicked will be cut off. 39Yet the salvation of the righteous is from Adonai. He is their stronghold in time of trouble. 40Adonai helps them and delivers them. He rescues them from the wicked and saves them— because they take refuge in Him.

- Barnes’ Notes on the Bible · v. 38But the transgressors - Sinners; violators of the law of God. Shall be destroyed together - The word “together” here - יחדּו yachedâh - means properly “a union of them;” then, together - either: (a) in one place, Genesis 13:6 - or (b) at one time, Psalm 4:8; or (c) all as one, Psalm 14:3 - or (d) mutually with one another, as when men strive together, Deuteronomy 25:11. The idea here is, that one would be destroyed as well as another; that there would be…Read the comment

What a striking picture is in ver. #(35-36), of many a prosperous enemy of God! But God remarkably blights the projects of the prosperous wicked, especially persecutors. - Tyndale Open Study Notes · v. 1-40This psalm addresses the issues raised in Psalm 36: How should the godly react to evil? When will the Lord bring justice? Why does he allow the wicked to harm his creation? Psalm 37 provides clear answers that reduce the tensions of life (Psalm 37:1–9, 34) and promise that the meek will have a future (Psalm 37:10–11, 39–40). The contrast between the godly and the wicked highlights the uselessness of foolishness (Psalm 37:12–24, 27–33). The psalmist's…Read the comment
