Context of Numbers 32:11
9They went up to the Valley of Eshcol and viewed the land, but they discouraged the hearts of Bnei-Yisrael not to enter the land which Adonai had given them. 10The anger of Adonai was aroused that day, and He swore an oath saying: ‘The men who came out of Egypt, from 20 years old and upward, will not see the land I promised to Abraham, Isaac and Jacob, for they have not followed after Me with a whole heart— 12except Caleb son of Jephunneh the Kenizzite and Joshua son of Nun, for they were wholehearted after Adonai.’ 13The anger of Adonai burned against Israel and He caused them to wander in the wilderness 40 years until all the generation doing that evil in Adonai’s sight was gone.

- Matthew Henry Concise Commentary · v. 6-15Verses 6-15 The proposal showed disregard to the land of Canaan, distrust of the Lord's promise, and unwillingness to encounter the difficulties and dangers of conquering and driving out the inhabitants of that land. Moses is wroth with them. It will becomes any of God's Israel to sit down unconcerned about the difficult and perilous concerns of their brethren, whether public or personal. He reminds them of the fatal consequences of the unbelief and…Read the comment

- Jamieson–Fausset–Brown Commentary · v. 6-196-19. Moses said unto the children of Gad and to the children of Reuben, Shall your brethren go to war, and shall ye sit here--Their language was ambiguous; and Moses, suspicious that this proposal was an act of unbelief, a scheme of self-policy and indolence to escape the perils of warfare and live in ease and safety, addressed to them a reproachful and passionate remonstrance.
