Context of Nehemiah 9:4
2The offspring of Israel separated themselves from all foreigners, standing and confessing their sins and the iniquities of their fathers. 3They stood in their place and read in the scroll of the Torah of Adonai their God for a quarter of the day; and for another quarter they were confessing and prostrating themselves before Adonai their God. Then the Levites —Jeshua, Bani, Kadmiel, Shebaniah, Bunni, Sherebiah, Bani, and Chenani —stood on the platform and cried out with a loud voice to Adonai their God. 5The Levites—Jeshua, Kadmiel, Bani, Hashabneiah, Sherebiah, Hodiah, Shebaniah, and Pethahiah—said: “Stand up! Bless Adonai your God, from everlasting to everlasting! May Your glorious Name be blessed; may it be exalted above all blessing and praise. 6You alone are Adonai. You made the heavens, even the highest heaven with all its array, the earth and everything on it, the seas and everything in them. You give life to them all, and the multitudes of heaven worship You.

Whatever ability we have to do any thing in the way of duty, we are to serve and glorify God according to the utmost of it. When confessing our sins, it is good to notice the mercies of God, that we may be the more humbled and ashamed.
