Context of Judges 21:7
5Then Bnei-Yisrael asked, “Who is there among all the tribes of Israel who did not come up to the assembly before Adonai?” For they had made a great oath concerning anyone who did not come up to Adonai at Mizpah saying, “He will surely be put to death.” 6Now Bnei-Yisrael felt sorry for Benjamin their brother and said, “Today one tribe has been cut off from Israel. What should we do about providing wives for those who are left, since we have sworn by Adonai not to give them any of our daughters in marriage?” 8Then they inquired, “Which one of the tribes of Israel that did not go up to Adonai at Mizpah?” Then behold, no one had come to the camp from Jabesh-gilead to the assembly. 9For when the people were numbered, behold not one of the inhabitants of Jabesh-gilead was there.

- Adam Clarke Bible Commentary · v. 7How shall we do for wives for them - From this it appears that they had destroyed all the Benjamitish women and children! They had set out with the purpose of exterminating the whole tribe, and therefore they massacred the women, that if any of the men escaped, they might neither find wife nor daughter; and they bound themselves under an oath not to give any of their females to any of the remnant of this tribe, that thus the whole tribe might utterly…Read the comment
- Tyndale Open Study Notes · v. 1-25These two epilogues (Judges 17–18 and 19–21) show that inspired but unstructured leadership cannot last. As society moved toward chaos and civil war, the phrase, In those days there was no king in Israel appears four times. The phrase, everyone did what was right in his own eyes is added twice (Judges 17:6; 18:1; 19:1; 21:25). The era of inspired leadership declined and ended in disorder. Something important was missing.Read the comment
- Jamieson–Fausset–Brown Commentary · v. 1-152-5. the people came to the house of God, ... and lifted up their voices, and wept sore--The characteristic fickleness of the Israelites was not long in being displayed; for scarcely had they cooled from the fierceness of their sanguinary vengeance, than they began to relent and rushed to the opposite extreme of self-accusation and grief at the desolation which their impetuous zeal had produced. Their victory saddened and humbled them. Their feelings on…Read the comment
