Context of Isaiah 51:20
18There is none to guide her among all the sons she has borne, nor is there one to take her by the hand among all the sons she has raised. 19These two things have befallen you —who will mourn for you?— devastation and destruction, famine and the sword. How will I comfort you? Your sons have fainted. They lie at every street corner, like an antelope in a net. They are full of Adonai’s fury, the rebuke of your God. 21Therefore hear this, you who are afflicted, who are drunk, but not with wine. 22Thus says your Lord, Adonai your God who defends His people: “Behold, I have taken from your hand the cup of reeling, the bowl of My wrath. You will never drink it again.

- Barnes’ Notes on the Bible · v. 20Thy sons - Jerusalem is here represented as a mother. Her sons, that is, her inhabitants, had become weak and prostrate everywhere, and were unable to afford consolation. They lie at the head of all the streets - The head‘ of the streets is the same which in Lamentations 2:19; Lamentations 4:1, is denominated the top of the streets.‘ The head or top of the streets denotes, doubtless, the beginning of a way or street; the corner from which other streets…Read the comment
