Context of Isaiah 22:10

8So He will expose Judah’s defense, and in that day you will look for the armor in the Forest House. 9Then you will see the breaches in the walls of the city of David—for they will be many—though you collect the water of the lower pool. Though you counted the houses of Jerusalem, you broke down the houses to fortify the wall. 11You even made a reservoir between the two walls for the water of the old pool—but you did not look to the Maker, or consider the One who planned it long before. 12Now in that day, Adonai Elohei-Tzva’ot will call for weeping and wailing, for baldness and putting on sackcloth.

• Barnes’ Notes on the Bible · v. 10And ye have numbered the houses of Jerusalem - That is, you have taken an estimate of their number so as to ascertain how many can be spared to be pulled down to repair the walls; or you have made an estimate of the amount of materials for repairing the walls, which would be furnished by pulling down the houses in Jerusalem. To fortify the wall - The houses in Jerusalem were built of stone, and therefore they would furnish appropriate materials for…Read the comment
• Matthew Henry Concise Commentary · v. 8-14Verses 8-14 The weakness of Judah now appeared more than ever. Now also they discovered their carnal confidence and their carnal security. They looked to the fortifications. They made sure of water for the city. But they were regardless of God in all these preparations. They did not care for his glory in what they did. They did not depend upon him for a blessing on their endeavours. For every creature is to us what God makes it to be; and we must bless…Read the comment
• Tyndale Open Study Notes · v. 8-11The people of Jerusalem prepared for war. They counted their weapons, inspected the city walls, and made sure they had enough water. However, they did not think about God’s plans (see Isaiah 13:1–14:23). They focused on their own efforts instead of seeking the Lord. King Hezekiah played an important role in these preparations. However, the verbs in this passage are plural. Isaiah was speaking to the people as a group, not only to Hezekiah. This is…Read the comment
