Context of Isaiah 11:14
12He will lift up a banner for the nations, and assemble the dispersed of Israel, and gather the scattered of Judah from the four corners of the earth. 13Ephraim’s envy will end, those hostile to Judah will be cut off. Ephraim will not be jealous of Judah, and Judah will not harass Ephraim. They will swoop down on the Philistine slope to the west. Together they will plunder the children of the east— laying their hand on Edom and Moab, the children of Ammon obeying them. 15Then Adonai will dry up the gulf of the Egyptian sea. He will wave His hand over the River with His scorching wind, and will strike it into seven streams, and let men walk over in sandals. 16So there will be a highway for the remnant of His people who remain, from Assyria, as there was for Israel in the day they came up out of the land of Egypt.

Commentaries on Isaiah 11:14
- Barnes’ Notes on the Bible · v. 14But they shall fly - The design of this verse is, to show the rapid and certain spiritual conquests which would result from the conversion of the scattered Jewish people. The Jews understood this literally, as referring to the conquests over their enemies. But if the exposition which has been given of this chapter thus far is correct, the passage is to be interpreted as a figurative description of the triumph of the people of God under the Messiah. They shall make a sudden victorious descent upon their borders southwest of Judea. them of the east--Hebrew, "children…Read the comment
