Context of Hosea 7:10
8Ephraim mixes himself with the peoples. Ephraim has become a pancake that never gets turned over. 9Strangers devoured his strength— yet he does not know it. Gray hairs have spread on him— and he does not know it. Though the Pride of Israel has answered him to his face, yet they did not return to Adonai their God, nor seek Him about all this. 11Ephraim is like a senseless silly dove, they call to Egypt; they go to Assyria. 12As they are going, I will spread out My net over them, I will bring them down like a bird from the sky. I will chasten them as in the report that comes to their assembly.

- Barnes’ Notes on the Bible · v. 10And the pride of Israel testifieth to his face - His pride convicted him. All the afflictions of God humbled him not; yea, they but brought out his pride, which “kept him from acknowledging and repenting of the sins which had brought those evils upon him, and from “turning to God and seeking to Him” for remedy”. People complain of their “fortune” or “fate” or “stars,” and go on the more obstinately, to build up what God destroys, to prop up by human means…Read the comment
- Matthew Henry Concise Commentary · v. 8-16Verses 8-16 Israel was as a cake not turned, half burnt and half dough, none of it fit for use; a mixture of idolatry and of the worship of Jehovah. The mercy and grace of God are the only refuge to which obstinate sinners never think of fleeing. Though they may howl forth their terrors in…Read the comment
