Context of Ezekiel 47:3
1Then he brought me back to the door of the House. Behold, water was flowing out from under the threshold of the House eastward—for the front of the House faced east. The water was flowing down from under the right side of the House, south of the altar. 2He brought me out by way of the north gate and led me around outside by the way of the outer gate, the way of the gate looking east. Behold, water was trickling out from the right side. When the man went out eastward with a line in his hand, he measured a 1,000 cubits. Then he led me into the water—water to the ankles. 4Again he measured a 1,000, and led me into the water—water to the knees. Again he measured a 1,000, and he led me into the water—water up to the waist. 5Again he measured a 1,000, and now it was a river that I could not pass through, for the water had risen, water to swim in—a river that could not be crossed.

- Tyndale Open Study Notes · v. 3-5At first, the stream was only a small trickle flowing from the temple gate. As it moved farther away, it grew deeper and deeper. Soon it became too deep to walk through. The exiles needed this reminder. God often begins his work in small and quiet ways. Over time, what seems small can grow into something full and powerful by God’s action.Read the comment
- Jamieson–Fausset–Brown Commentary · v. 1-23The happy fruit to the earth at large of God's dwelling with Israel in holy fellowship is that the blessing is no longer restricted to the one people and locality, but is to be diffused with comprehensive catholicity through the whole world. So the plant from the cedar of Lebanon is represented as gathering under its shelter "all fowl of every wing" (Eze 17:23).
