Context of Exodus 9:25

23So Moses stretched out his staff toward heaven, and Adonai sent thunder and hail. Fire came down on the earth, as Adonai rained hail on the land of Egypt. 24The hail fell very severely, with fire flashing up amidst the hail, the likes of which had not occurred in all the land of Egypt since it became a nation. The hail struck down everything that was in the fields, both men and animals, all throughout the land of Egypt. It also struck every plant of the field and broke down every tree. 26Only in the land of Goshen, where Bnei-Yisrael were, was there no hail. 27So Pharaoh sent, called for Moses and Aaron and said to them, “I have sinned this time. Adonai is righteous, while I and my people are wicked.

• Barnes’ Notes on the Bible · v. 13-34Verses 13-34 With the plague of hail begins the last series of plagues, which differ from the former both in their severity and their effects. Each produced a temporary, but real, change in Pharaoh‘s feelings. Exodus 9:14 All my plagues - This applies to all the plagues which follow; the effect of each was foreseen and foretold. The words “at this time” point to a rapid and continuous succession of blows. The plagues which precede appear to have been…Read the comment
• Matthew Henry Concise Commentary · v. 22-35Verses 22-35 Woful havoc this hail made: it killed both men and cattle; the corn above ground was destroyed, and that only preserved which as yet was not come up. The land of Goshen was preserved. God causes rain or hail on one city and not on another, either in mercy or in judgment. Pharaoh humbled himself to Moses. No man could have spoken better: he owns himself wrong; he owns that the Lord is righteous; and God must be justified when he speaks, though…Read the comment
• Tyndale Open Study Notes · v. 13-33The seventh plague was a hailstorm (9:18). It rains in Egypt only a few days each year. Hail and thunderstorms are rare. This storm would have terrified them. I will cause it to rain a very grievous hail, &c.--The seventh plague which Pharaoh's hardened heart provoked was that of hail, a phenomenon which must have produced the greatest astonishment and consternation in Egypt as rain and hailstones, accompanied by thunder and lightning, were very rare occurrences. such as hath not been in Egypt--In the Delta, or lower Egypt, where the scene is laid, rain occasionally falls between January and March--hail is…Read the comment
