Context of Deuteronomy 18:21
19Now whoever does not listen to My words that this prophet speaks in My Name, I Myself will call him to account. 20But the prophet who presumes to speak a word in My Name, which I have not commanded him to speak, or who speaks in the name of other gods—that prophet will die.’ “Now should you say in your heart, ‘How would we recognize the word that Adonai has not spoken?’ 22When a prophet speaks in Adonai’s Name and the word does not happen or come true, that is a word that Adonai has not spoken. The prophet has spoken it presumptuously—do not be afraid of him.

Failure of a prediction is set forth as a sure note of its being “presumptuous.” But from Deuteronomy 13:2 ff we see that the fulfillment of a prediction would not decisively accredit him…Read the comment
- Matthew Henry Concise Commentary · v. 15-22Verses 15-22 It is here promised concerning Christ, that there should come a Prophet, great above all the prophets; by whom God would make known himself and his will to the children of men, more fully and clearly than he had ever done before. He is the Light of the world, Joh 8:12. He is the World by whom God speaks to us, Joh 1:1; He 1:2. In his birth he should be one of their nation.
